if there's laws against it, use the law.
If there are no laws, and the cat's allowed to wander freely, kill it.

It is highly dependent upon the municipal by-laws. If you live in an area where cats are mandated to be indoors or in a contained yard then yes it is illegal. However if not you may not have any legal recourse.

Cats are considered feral animals, and not as subject to control as dogs. If the cat comes into your yard, sprinkle some cayenne pepper on the areas the cat likes to frequent. Kitty will stay away.
If that doesn't work, I have some tiny "cat cuffs" in the glove compartment, and I can go over and arrest the offender for you.

No unfortunately not. However, you can take steps to protect your yard - it's OK in most places to kill vermin. If the cat is feral, that is not owned by anyone, or you believe that to be the case, there's no reason why you shouldn't dispose of it humanely.

Cats can't read. They don't comprehend human ideas. They barely tolerate us. They probably wouldn't pay it much heed anyway. File a complaint or pick it's stuff up and toss it into the owner's yard.

I don't know if it's illegal, but I sure wouldn't take any crap from the neighbors.

no,but you can kindly ask your neighbor to keep his cat out of your yard unless he wants to have it stuffed
