how can i remember my dreams better and or dream about what i want to dream about

To dream what you want to dream about you should try to make it your last thought before going to sleep. When you are in an almost sleeping state, but still awake think of the thing you want to dream about.
For remembering dreams, keep a notebook by your bed. I forgot exactly how this works, but once you wake up and move your head from where you are sleeping to somewhere else, chemicals in your brain move around and the dream memory gets more difficult to remember. So you can write it down right as you wake up, or write down small details that will help you recall it.

For remembering: literally thinking before you go to bed "I'm going to remember my dreams" and ALWAYS writing down what you can remember as soon as you wake up.

For controlling: there's ways to train yourself to lucid dream. I don't remember specifics, but I remember a part of it was to make a habit of constantly checking something during the day. So, randomly and habitually, say "if I look at the clock, and it's 3 o'clock, then I'm dreaming". After a week or two, it's habit, and it'll happen in your dreams.

I believe the more activity your brain has during the day (maybe after finally finishing that test you've been studying for all week, or after a long hard days of work) the more likely you are to remember your dream, if your brain is ticking during the day, you can better believe it's tocking at night.

keep a pencil and paper next to your bed. Some dreams you can remember for a short time, long enough to write them down as soon as you wake.

you usually dream about what you last thought about
before you officially went to sleep. for instance, my
2 yr old cousin was murdered by his mom, so every
nite before i go to bed i say "hey john***", hope you
had a great day. goodnite." dont laugh, it may sound
silly but it works. i remember my dreams about him
alot more.
