They don't. In all societies throughout history, all tribes have had a 'meeting place'. Ancient Rome's 'meeting place' was the Senate.
All peoples, not just teenagers, have their 'home ground' - a place to belong. In this age, consumerism rules, so a commercial centre like a shopping mall suits teenagers because they can spend their pocket money on shoes, clothes, music and bubble gum.

Because other teenagers see them. It's all about status quo. Really, it means nothing, because all they are doing is showing they hang at the mall to everyone else who is doing the same. It's as good a central meeting place as any though, lots to do, and safe.
