The ICC system is built on anomolies and by the rite of law, because you are actually paying "$$" for that service that service should be candid and fair to all who pay !

You are obviously very angry about this organisation but we can't help unless you give a bit more information as to which ICC you mean (there are dozens of different ones covering everything from cricket to colour standards to the International Criminal Court).

If you can say which organisation you mean, someone might be able to help you with how to appeal or complain.

I guess you could mean the International Cricket Council, however I'm going to assume it's the International Children's Care org.

If they turned you down for adoption you should appeal on the same grounds as Madonna ..
