Do the element get red hot? if they don't, it's time to change them out. It's easy to do. Just requires a screwdriver. You can get a new element at a repair shop locally.

It's probably the thermostat in the button setting. I don't know if you have one (thermostat) in the oven, if so, than maybe this one also.

Some ovens, esp. new ones w/ didgital readouts and flat-panel buttons, require you to tell it to turn ON, then set the TEMP, then say "OK" or "GO" in some fashion. You may be skipping one of these steps, so it does not heat up.

breaker on or off? it will be a 2 pole 50amp breaker usally
