I have a good reason for needing to change the threads on a cylinder head bolt. It is possible using a die to change the threads on a bolt?

Not a good idea.

it might work, but there could be too much play in the threads, however M7 bolt is the SAE decimal equivalent .2362 thousands of an inch, next closest size in SAE is .2570(5/16ths) which leaves .0208 difference therefore you would need a 1/4 inch drill size or F size and a 5/16ths tap

You can change the threads on a bolt, but it will be smaller and not fit where it was intended. Better to clean out the hole and install a helicoil and use the right size bolt.
