i have always wondered what the difference is...

There is an official definition.

Partly cloudy means the same as mostly sunny which means the clouds are covering between 10 to 50 percent of the skies.

Mostly Cloudy means the same as partly sunny which means the clouds are covering between 51 to 90 percent of the skies.

I just wish the forecaster would make a rule and stick with one way or the other and not use both. Otherwise we would just confuse the user who reads our forecast.

Partly cloudy means there aren't alot of clouds and partly sunny means there isn't alot of the sun's rays able to be seen though the clouds, so it would be "mostly cloudy" on a "partly sunny" day.

I watched a weatherman explained that on TV once. Partly Cloudy means that there will be more sun. Partly Sunny means that there will be more clouds.

Partly Cloudy means there's more sun than clouds, and Partly Sunny means more clouds than sun.

Partly cloudy is about 40% cloudy
Partly Sunny is about 40% sunny.

i don't think there is any difference as far as the condtions go, but partly cloudy is when the clouds are on their way in but there is still a bit of sun shine. partly sunny is when the clouds begin to clear out.

Really isn't any difference. It's just your perspective in the forecasting. What some may call moslty cloudy may actually be partly sunny to others.

It's all about pessimism and optimism... If you like sun and you're an optimist of course you're gonna say it's partly sunny! Nah... I'm just kidding (I'm bored)

It all depends on whether or not the weatherman/woman is feeling optimistic or pessimisstic.
