Amsterdam. I have lived here for 5 years. it is quiet and prosperous and low low crime.

Well that would depend on a couple of things. If you are into the hustle and bustle of city life, something to do every minute of every day, interesting people, fabulous dining, art/museums then Manhattan it is.

If you want to be close enough to Manhattan to enjoy those things then a suburb of New York, Westchester or Rockland.

If you are into peace and quiet and lots of snow, places such as Buffalo would be a good choice.

Personally, I think northern NY is the best place to live. I live just a few minutes away from the Canadian border. I am as north as you can go in NY (not Buffalo area). We are three hours away from a major city, Syracuse. If you mean a city, I have no clue, I am a country lover.

I love NYC. Manhattan is too expensive. Don't forget the other boroughs - Queens, Brooklyn, Bronx, Staten Island.

right now north of the city is exceptionally strong. that is a suburban area, and not in any respect too crowded, yet no longer too quiet. anyplace in Westchester County. you would possibly want to also evaluate the Rochester area.
