You'll have to ask your teacher what s/he means. I would say the social event that the book deals with such as "coming of age" or "dealing with the death of a loved one", something that all people have to go through.

Is there a particular aspect of either modern day or past society that the plot highlights. For example, social issues scuh as racism, gender stereotypes, discrimination of any kind, spousal abuse, drug use, unemployment, homelessness
In a book that you may have read such as " To Kill a Mockingbird " the social issues are racial discrimination, the justice system. parenting issues, physical abuse etc.

It means the idea wherein the story book revolves , the situation of society predominant in particular period what calls for reform and resolution and that gives a moral lesson.
