I don't think so, no matter the intent of the artist. On one hand you have those who strongly want to make a statement or invoke a certain reaction or dialog, on the other extreme there are those who attempt to present a neutral position in their work.

But even if an artist attempts to create a work which they feel will be open to complete independent interpretation of the viewer, an artist can never separate his or herself completely from the work, because an artist can only truly create from one point of view, their own. So there will always be an inherent bias of the artist projected into the piece whether they intend it to be or not.

Never! Someone will always like it, hate it or take offense to it. That's the beauty of art. As soon as you make a mark on the canvas, it is political.
