That would put a dent in gang finances, but gangs existed far before modern drug issues. The problem revolves around lack of discipline, need for power and purpose, and general boredom. I say that we need to impliment the draft again. get these kids off the streets and into a productive inviroment during the "trouble years". Spend 18yo-20yo serving your contry as a productive citizen learning there is more out there than the streets. We messed up by only enacting the draft for war. A peace time draft is more productive...

Public hangings. Make it mandatory to watch public hanging of gangers or other murderers. Crime will go way down when abusers realize they aren't getting infinite amounts of appeals and can live basically free in prison where our tax dollars support them while they learn how to further their criminal careers at taxpayers expense. Then when they get out of prison they can go back to what they were doing only by being smarter than the first time. Instead of prisons and appeals after sentence has been passed, take them outside and publically hang them.

Round them up and put them all on a small island all together. Give them all the drugs they want. Advertise any gang members want all the drugs they can take have a free one way ticket.

change the mentality of the american people [or any other society] and you change the drug habit / attitude
more preventive education from grade 1 school and up to all levels of society
try compulsory treatment - its not freedom of choice to take drugs
it destroys the family more than the person himself.
try chganging american values - too much freedom is too much drugs
try gun control laws
try a death squad
try detention without trial
get rid of lawyers
get rid of jury trials
get rid of corrupt officials
get rid of colombia

Getting rid of gangs starts with gang education in middle school. Give a tween the information on life expectancy of a gang member or how many end up in jail and keep doing educational workshops a couple of times during the school year so it keeps the idea fresh in their minds. If we make drugs legal, that may just make the problem worse.
So education is my answer.

Eliminate the cause of criminal behavior. Namely create jobs and housing so that making money through f x drugs and illegal activites is rendered useless. Create more social programmes, education, etc.
