yea, technically...if the report was false and the party doesn't actually owe the 7 dollars

But the case wouldn't go anywhere. To sue for emotional distress, the complaining party has to prove that the distress was SEVERE and REASONABLE. it would be extremely hard to make a case that this amounted to a severe and reasonable distress

given that, it would also be a waste of time and no attorney would take the case -- it's just not worth it to you or to them to spend time trying to get 7 dollars removed from a record. i mean would you rather pay a lawyer $250/hour to have the case cleared up or either (a) talk to the counseling service about what's going on or (b) pay the $7?

Why don't you just pay it? How would you not paying your bill and them reporting you be an avenue for you to sue? Jeez, always looking for someone to make money off of rather than earning it?
