No idea what is wrong with your laptop - you haven't provided enough information. Sorry. Have you tried re-installing the operating system?

Can you get into your control panel and set your computer back to a point in its history before it had this problem? I am not speaking of time travel, fiddle around with the control panel options under system history and the option to "reset" should come up. I may not be giving you good directions as to how to reach this option, since I don't know your system, but I do know this option exists, and does not have to be reached through system restore or help&support. But it would make everything simpler if you saved the system restore disk that should have come with your laptop-the backup? All your basic utilities are on there, just stick it in and go. You might lose anything not backed up on disk, though...I don't know enough to tell you anything else, since I don't know what the situation is that makes you need to do a system restore. Look for that "time-travel" option (that's what I call it, not what your computer will call it. It's a time reset or something like that) You may need to call the support numbers, if worst comes to worst, and hope you get one that speaks your language-as in, language of the land and not geek-speak. I respect geeks, but do not speak their tongue. Hope I helped.

Ok , first it could be that the RESTORE service is not loading , now , try this , open control panel and then administrator tools , open services , and look for the restmore option verify that is STARTED if not then start the service , then , if that dosent work , then boot to safe mode and then try the same ok . If that dosent work either write me so i can give you more info on it ok
