Actually, this is a good way to stop people from over-abusing the thumbs down button. Some are trigger happy. Now if you want to answer, because you know you have something to contribute, you can without being rude. And if the question is interesting, you can give a star. Personally, when I answer someone and I want then to pay attention to my answer, I make sure to let them know. I didn't like people going crazy with the thumbs up/down button when it came to the question. Hope they do something with the answer one as well. In some answers that's all people do to one another.
