For your nose, take eyeshadow two shades lighter than your skin tone and pat it along the sides of your nose; this makes your nose appear thinner. For your lips, I suggest a darker lipstick, dark shades make things look smaller. Good luck!

Unless plastic surgery is an option, there's nothing that will drastically change them. I would suggest putting on some foundation a little darker colored than your normal skin on the sides of the bridge of your nose. This will make your nose seem taller and smaller. Also, full lips can be made very pretty with some lip gloss.

If you put a subtle line of slightly darker powder down each side of your nose, on either side of the bone, it will make it look narrower.
If it's the length then I don't really think there's much you can do without surgery.
Free surgery if your nose get's broken badly... get a friend to punch you, lol.
For your lips, use lipliner slightly inside your natural lipline. Not to the point where you've pretty much drawn on another mouth. The liner still needs to be on your lipline, just more towards the inside than the outside. And as someone else has said, darker shades normally make them look smaller.
Unless it's a hideous colour, in which case you're just gonna draw attention to them, lol.

Wear your hair down for smaller nose. You can apply a lighter lipstick or a clear lip gloss to your lips to make them smaller. The darker the shade the more noticable it will be. Dress up for hair and/or eyes to bring the attention up higher.

I can't say much about the nose; but the only thing I can tell you is that if you have big lips, stay away from lip liner and use softer colored lipgloss (not lipstick).

Surgery. big lips are beautiful... Why do you want them smaller??? I'd kill for mine to be bigger. A whoole bunch of women are paying to get big lips because they look great(except when they're fake. thats just nasty)...And why get your nose smaller??? Next thing you'll be asking is how to lighten your skin...

Well, you could try to apply some sort of makeup or foundation to thin your nose. I really don't know about your lips. I guess you could also do plastic surgury.

you can't really do much about their size
even using makeup to shadow an effect of them being smaller isn't very good
