Place a small add under housecleaning in your local area paper. You will get lots of calls, I guarantee. Make the add interesting. Pay a couple dollars extra for a bold headline.
"WE CLEAN, YOU SMILE! Fair rates, excellent refs, specializing in move-outs. Call XXX-XXXX ask for Hazel."
I did this for about $29.00 a week a few years ago. Ran the add twice, picked up enough regular clients in two weeks that I never had to run an ad again. Worth the $60.00 bucks.

Offer to clean for a few people that you know so that you can establish references.
Place an add in your church bulletin or newsletter.
Make some door hanger with your printer and paper from local office supply and pass them out in nicer neighborhoods.
Ask to leave cards in beauty salons, spas, higher end shops and other places where it is more likely those of a higher income level will see them.
Definately use the craig's list mentioned above.
Put up a webpage so that potential customers can find you.
Try to avoid offering discounts for people who haven't become your customers yet. Instead offer anyone you clean for a discount for referrals.
Remember that every single person you come in contact with is a potential customer. Talk, talk, talk about your business and keep selling it.

You can place a free ad on www.craigslist.org under services.
Grocery stores & laudermats often have bulletin boards you can post on. Place your business cards there.
Or make a flyer and hand deliver them to nicer neighborhoods (that are more likely to be 2-income households). If both of the couple are working... they are more likely to hire help. You can attach them to doorknobs with a rubberband... or leave small business card in door jam.
Then, just do a great job & let your clients tell their friends how well you do...and pick up their "word of mouth" business!

OK, I agree with most of these answers...the cheapest way is to print flyers and stick them under the doors. If you can get into a condo and cover many units in a short period of time, definitely do that.
Don't waste time putting flyers on cars, or anywhere else.
If you lived in Nashville, I could point you in the right direction. Larger cities are always the easiest though.

Print up flyers and put them in newspaper boxes (mailboxes are illegal). Offer a free cleaning. Go door to door. Buy the book 'Guerilla Marketing', it has tons of ways to drum up business.

personal referrals are best, since people don't want to let just anyone in their house. you can put up fliers at grocery stores, nail salons and telephone poles, street corners. but really word of mouth is the best way.

Firstly, they would be workers, not customers. (You'd be paying them, not vice-versa) I do this for a lady who has arthritis. She advertised in the local paper.
