If you're referring to Google's popup blockeryou will see a tiny bar a notice appear at the top of your screen when it blocks a popup.Click on it and set it to allow popups for that specific site. If you set it already to deny popups for that site then you need to clear your browsers cache,cookies etc.Close your browser. After you re-open it go back to that specifc page and you'll once again get the notice that google has blocked a popup and you should be able to reset it to allow popups.

yes, just go to your toolbar and right click the pop-up blocker...then either turn it off or temporarily allow pop-ups. Either way will work.
