A woman is only fertile for around 30% of her total menstrual cycle, this is the day of ovulation which occurs roughly day 14 to 16 of your menstrual cycle and a few days prior to ovulation so within a normal cycle that is normally around five days that she is fertile – the egg only lives for 48 hours, however with fertile quality cervical sperm can live within the vagina for up to 5 days.
The only way to know when the 'best time' is to have sex without barrier methods or other forms of contraception would be if you were using Fertility Awareness Method [FAM] or similar methods such as Natural Family Planning, CycleBeads or computerised methods such as Persona or Ladycomp - all of which are reliable methords of birth control.
As each woman is different and because the menstrual cycle is not exact methods like the Rhythm Method do not work, this is a method where the fertile days are calculated going on an average menstrual cycle of a woman and not reliable because menstrual cycles can change, where as methods like FAM are highly effective as they give a day-by-day evaluation of what is happening within the reproductive system.
In accordance to the Rhythm Method a day after your period would be before ovulation and as such 'best time', however you may ovulate later than 'normal' as such the Rhythm Method would prove unreliable.

The day after or the day before are both equally safe (with birth control) but if you are being careful any time you feel like it is a good time. To be really save get a diaphragm and use a condom also.

Just so you can't say that you didn't know, or that no one ever told you, if you use this method, you will eventually get pregnant. It is by far the worst possible method of birth control out there.
Now you know. And you can decide to be responsible or not.

Logically, it would seem more true to have sex while the period is going on because then, fetilization cannot occur. I'd say before and during, because right afterwards, fertilization is still possible because the sperm can 'hang out' in the uterus and wait for the egg.

This is true because ovulation takes place 2 weeks later. If you have sex 2 days before your period, it might be that the period will be delayed (or miscalculated) and you are actually nearer to ovulation time.

Personal experience dictates,(as a husband of 20years) that the most unifying sexual experience happens a couple of days after the period. I've learned to trust my mate's sexual drive at this time. She has resolved her most intimate questions and replaced her burning desire with pure passion that I can now address. Lovemaking at this time continues and enhances the passions that drew us to each other. To dismiss this "elegance" because of taboo is to deny destiny.

Well u should know that there is one week that a girl is most fertile!!!!!!! so umm....u can get one of those pregnancy calculators to make sure when that week is!!!!!!!!!!! remeber to use a condom.
