by the end of this spring semester, i will have 33 credit hours from a community college, but i haven't taken my SAT/ACT tests. can i still transfer to a university, without test scores, as long as i have a 2.0 or above G.P.A?

yes, because the SAT and ACT are methods of defining a high school student's capability of mastering the curriculum produced at the college level. They don't apply to those who have received as in your case 33 hours of college credit at a community college. As long as your GPA meets the required GPA of the college you are planning to transfer to, then you don't have to worry about having not taken the SAT or ACT.
