I don't remember much, just that this man wanders into an unknown futuristic town were everything is watched and regulated. And when they no longer want you there, they bring out a giant bubble that swallows you. Does anybody no what I'm talking about?

There was a series called the prisoner at that time. The series involved a British owned island which the government populated with retiring (at all ages) intelligence officers or spies.
If anyone tried to leave the island, a ~8 foot diameter bubble swallowed them up and brought them back to the island. The series followed one man as he was placed on the island for security reasons, but he thought he wasn't supposed to be there. Alas he always tried to escape different ways, only to be brought back to the island each time.
Pretty humuous and intriguing series.
In regards to the movie, I'd be willing to bet your paycheck that the series was based on the movie of the same name.
