Most certainly, the President is the "Commander in Chief" of the armed forces -- he's the one the generals (and admirals) take orders from. It would be unusal for a President to give an order to the General's men directly, typically he follows the chain of command by giving the order to the General to get such and such done and leaving the details of how up to the General. However if he did give the order to the General's soldiers directly they would be obligated to follow it.

A 4 Star General is just one of the many members of the armed forces.
The President can tell him what to do and can also fire him.
The president is his absolute boss.

Yes. You have heard the term "commander in chief". That is the presidents military title. He can boss anyone in the military. This is good because no one wants the military to run the country. It can be bad if we have a bad president as we do now. Then he can transfer the generals who do not agree with him and put "yes" men in their place to do his bidding.

Yes, as commander-in-chief he can. That does not mean what he orders is smart or wise. Our current commander-in-thief has intentionally pushed out those who disagree with him.
