Your chest can be any size but to fit into a regular bra your chest (underneath your breast around your rib cage) needs to be at least 26 inches and AA is the smallest size. Measure and then you'll know.
To measure:
Around your rib cage underneath your breast measure with a tape measure and it will come up in inches (for example 34) then add 5 to that number (34 + 5 = 39) 39 inches is the number you need to look for on the bra. Then measure around your breast where the nipples are and you will get a number (for example 36) then subtract the number above from this number (39-36=3) then use this guide:
half-inch=AA, one inch=A, two=B and so on. The three would equal a C so, 34+5=39, 39-36=3 so you would wear a 39C.

If her breasts are starting to grow at all, then she needs a training bra. There's not really a real size...just if there's little boobs starting. and even if you think she's too small, heck, get her the bra anyway. All her friends are likely wearing them and she probably feels left out.

you can wear a training bra as soon as you begin to see the "bumps". There isn't really a chest size at that point.

When the breast tissue begins to grow it can be slightly painful and wearing a training bra can help to make you feel more comfortable.

My very first girlfriend was given one at age ten. I didn't see her all that summer, and upon her return three months later, she was wearung a real brassiere because she now had breasts grapefruit-sized, which she(and I ) were proud of.. Her training bra size was 34 AA, as I recall;

It doesn't have to be any particular size. The decision to wear one should be between you and your parents or guardian. If you have bumps then you should have one. I hope this helps.
