The President does not have the power to make laws; that power is given to Congress. The Supreme Court can throw a law out ; if it is unconstitutional. Once a law is passed only Congress or the Supreme Court can change the law. The balance of power is in the constitution to protect us from anyone having too much power.

Congress makes laws, presidents do not. However, presidents can block those laws from being created unless enough people in congress want it.

yep, but it would first have to be passed by Congress, then the new Pres can sign it into effect. If you are thinking about Presidential Mandates, Resolutions, etc. well, that is soley at the descrition of the current Pres. so s/he can do what ever s/he wants.
