It's all about preparation. I take a hot shower first to soften the beard and to let the pores open up a bit. Then I wet a towel with hot water and hold it to my face. Next, get a good lather going and apply to face. I use a new mach 3 or whatever they're calling them. Make sure to use short, light, straight strokes and rinse after every stroke. Hit each area of skin once, anymore will probably just cause irritation. Always go with the grain (usually down on face, up on neck), never go AGAINST the grain, unless you like razor burns. Use lots of water and plenty of lather. When you're done, rinse with warm water and then rinse with cold water to close the pores. Pat face dry, never scrub. Use after shave or some other kind of lotion. Take your time! Some things can't be rushed.

the best time to shave is right after a hot shower when your facial hair is softest, lather with a good shave cream I like Gillette gel, lather against the grain to really make the hair stand up, and use a good quality razor, not a cheap disposable, use cold water to rinse the blade (less razor burn,)

Shave in the shower, after 10 minutes or so in the hot water. The facial hair will be very soft at that point.
Bonus points if you can shave in a sauna.

It depends on HOW THICK and DULL YOUR FACE IS.
It also depends on HOW THICK and HAIRY OF YOUR FACIAL HAIR IS.
If Gillette Fusion with quintuple blades doesn't work on your THICK, DULL FACE, I suggest you use a carving knife or a butcher knife.
