When a person just can't grasp things, like some math or algebra, etc. or how things work, or why something is just that way. What is it that stops that person from learning, or from getting it?

Their intellectually capacity may not be up to the task. We are all variants and intelligence is under a normal curve of distribution, just like many other human traits. Learning disabilities not withstanding.

if the person is "NORMAL" not understanding something may be a result of how it is explained to him / her. Tension between the teacher and the student (you HATE your teacher) tends to shut down the ability to learn. Teachers are human too and perhaps they just aren't explaining it in a way you can grasp, sooooooooo you ask questions. The student's job is to learn, a good student isn't the one that easily gets the high marks but the one who applies himself relentlessly to understanding the concepts being taught, This is easiest done by asking lots of questions and not stopping until you know you understand the concept. After all your failure to grasp the concept doesn't affect the poor teacher, it only affects you, and you are the only person who can do anything about it.

could be stress. work overload. or even that you understand more fully then most but this just takes time to sink in as you took every detail add to it and then after a time end up with a complete understanding of the matter.
you could be stupid too i am abit of both more stupid then anything but i do know the first bit of my answer does happen to me .
forget about math god as my witness that is all crap . no where in math is time considered at all times and time is a factor that can not be over looked ever look at rocks sand birth life death trees grass seeds one and one do not make two not in life not
on earth time is present in all things and never does it make 1 and 1 really end up as two please think about that.

I hate it when that happens to me, I don't know exactly why but when you haven't been eating/sleeping well and when you're in a certain mood it happens more.

We had midterms last week, and I know I got every answer correct on my math midterm because I was in a good mood and I was prepared.
