Unfortunately, it went partially operational last year.
Let's just hope they don't poke a hole into the aether with that stupid thing...
What I believe you're referring to is the LHC (Hadron Collider) will begin operations this year.
Edit: I felt the need to humor you since you wanted random tidbits about it...do an internet search on a man named John Titor and what he says about CERN. When you read it, keep in mind that CERN wasn't even built or conceived as a notion when he talked about it.

The LHC in not up and running yet. But the hope to finish all construction some later this year. With projects this big its hard to set an exact date. For more info goto www.cern.ch

its already on. Started this year. And its Large Hadron Collider (LHC) .
