there are apps that can be run off of a pen drive even an office program but just to be able to move a program from the hard drive to the pen drive won't work

Basically No.

What you are trying to do is like copying a program on to a disk and running it somewhere else, right? - Doesn't work, this is because the installation process will add files in other folders, such as windows, and make entries in to the computers' registry, which will not be present on another computer.

The pen drive must support U3 technology and the applications must be packaged to run on a U3 capable drive. However, this technology is still in its infancy and does not work well.
