The 'phantom menace' isn't a who; it suggests a possible dark future for the Republic and the Jedi, although Anikin Skywalker would play a pivotal role. Qui-Gonn and Obi-Wan beleived he would bring about change for the better, but in the end Palpatine used him to bring about his empire.
The episode titles don't mean a specific person; otherwise episode IV would've been titled 'Luke Skywalker, Wannabe Jedi'.
