Seeings that the days are shorter in the winter and longer in the summer? Who wants to go into work at 7 or 8 AM when the sun hasn't even broken the horizon in the winter?

Yes it would -that is why we move the clocks back one hour in fall ,then advance them back in spring.

It makes no sense to me! I work 2nd shift and think workday times are just fine.

Some companies do. It depends if they are on daylight savings time or not and what time their customers are on.
