i already tried going to the tools bar>internet options>security and privacy on the tools bar but none of them seem to work. any other suggestions?

its somewhere in internet options if its not there you can set a security level to internet sites like ones with porn, violence etc

Use your firewall. Look for something like Program Permissions. Some you have to enter the IP or IP Range and some you enter the URL.

sounds like adware/spyware, get some online scans.

you can install NetDog : http://www.netdogsoft.com, it can work with all kinds of web browsers.
also password protected
