Can you get knee-high boots tailored?

I have skinny calves and can never fill out the upper part of the boot, so I was wondering if I can get tailor to fix that.

Not knowing where you live, check the phone book for a shoe repair shop and call them. They'll be able to give you intelligent, informed answers.
