how much would it cost to turn my garage into a toilet,with hot & cold water supply.as i live just down hill off the soiled water manhole cover.

It depends on the difference in elevation between your garage and the sewer line. If you need to put in a pump, it can get expensive.

I think you should go to several plumbers and take the various estimates they give including for the sewage pipes etc. Next, compare them all and make notes. Keep this aside. Then go to the various home stores or even better, factories and check out the actual prices of each piece such as the toilet and a small sink etc. and take note of the prices. Sometimes it is cheaper to buy the things youself and then you can have that little extra money for the plumber to get the pipes etc. and do the plumbing work.

How long is a piece of string? There are so many variables that it is really impossible to give an accurate answer. Cannot understand why you have a plumber on here saying you will need underground copper pipe. Firstly, it is only fractionally more expensive that stadard copper and, secondly, if you have need to bury a water pipe you would use blue MDPE pipework. An estimate is not expensive. Most quality plumbers are prepared to give estimates free. Ask two or three and compare.

how close to the tie in line in the house and concrete floor if so forget it you also have to have a slope per code to the tank or city line if it's just a urinal go for it

Very difficult to say, but it would be pretty expensive.The toilet waste has to run downhill, you would need underground copper pipes buried 1mtr. down. underground soil pipe, and that's without labour or parts. PS> Underground copper pipe is VERY expensive.
