What is the circumcision rate in Japan?

I'm curious as to what the rate of circumcision is in Japan, whether it's highly prevalent or not, and why?

I believe it is below 5%. Possibly below 1%.

Added later - I found a web site (below) that says it is under 2%. Another website spoke of the culture being so against the practice that no doctor could be found who would do an elective circumcision in Japan.
