They act as the arbiter in disputes. They specialise in different areas, so you could have a financial ombudsman specialising in ... guess what? financial disputes. Or a consumer rights ombudsman, or as Minda above says, the one on her facility acts to protect residents' rights and represents the patients. Not sure what area this is - a hospital?

In our facility they are representative for the patients and make sure that the residents rights are protected.
