Just like in other Pokemon Games you need Items to evolve your Pokemon... Skitty needs a Moon Stone
These Items are found behind locked doors and laying on the ground in some dungeons... also some Pokemon need more than one Item like Kingdra needs a Link Cable and Dragon Scale...

go get a blue shard and trade this man he is in the ocean and once you trade him he will give some type of evolving thing
