There's a nice freeware web design program called Nvu which can be downloaded from www.nvu.com. It has tutorials as well.
Some web hosts have online sitebuilders but if you have specific ideas in mind for what you want, you might be as well to learn how to use Nvu and start from scratch.

if you google your query you will loads of result which gives you templete to create your personal webpage. This process is very easier than working on hell lot of graphics and codes. If you have MS FrontPage installed in your PC, just work on it as you work on MS Word but emphasizing higly on design and graphics.
