In the Phantom of the Opera why does it say (Raise up your hand to the level of your eye.)?

This is elaborated much more in the novel by Gaston Leroux. Erik has quite a history before he comes to the Opera House to haunt it as the resident Phantom. In the book, he had worked in Persia for the Sultan, building a palace for him. Here, he learned how to use the Punjab lasso- a long, thin rope which, cleverly used, can kill a man within seconds by strangulation. Erik became a master at it; he ties it into a thin noose and can whip it out of the shadows and loop it around the neck almost instantly. So, in order to prevent him from strangling anyone, Madame Giry warns everyone who comes into contact with the Phantom to keep their hand at the level of their eyes, so he may not loop their neck and strangle them; with the hand up, the noose can be loosened before Erik tightens it to the point of strangulation. Erik knows Madame Giry knows the trick, so when he says it (especially to Raoul when he begins to strangle him), it's a mockery.

They say that because the phantom would put a noose around people's necks. So it was saying that if they had their hand at the level of their eye it might give them a chance of surviving. It would be harder for him to kill them by tightening it.
