I have a low spot on my flat deck roof (membrane) up against a gable end wall, Is there anything I can use, or have done cheaply to raise the roof level against the wall so as to send the water toward the edge of the roof ?

put some pea rock in the low spot.

if you have access from inside under it try forcing the rafter or plate up. you may have to pull a few nails and then re nail it. either use a hydraulic jack or force it up with a couple of 2X6's. if you have any gaps between the rafter and the studs fill it with shims. good luck.
