Hello... Well, I plan to study at the USA, I am from South America. The college I want to go to asked me to do the TOEFL. And like I am only 17, and by the time I go there (to college i will still be 17) they need me to show that I have the same knowledge as a person who graduated from high school there.
Would someonme please help me know what I am dealing with here. I have heard, that in Elementary school as well as in high school WE are more advanced than the people from the USA. (I am not trying to offend you...) so please answer my question..

I don't know about South America having better schools than the U.S., but yes there are several other countries which have better schools for K-12 grade school than the U.S. In general Americans are not very educated - but then, most of the world isn't very educated to be fair.

So what do you need to know? The TOEFL is not a test that deals with general knowledge, it is only testing English ability. Am I correct? It seems like you can write just as well as most Americans your age, so don't worry about it too much.

You are right to go to a university in the US, however. The universities here are generally regarded as some of the best in the world.
