I find it happens to almost every computer I've ever used. Eventually it will connect - but I have yet to use the 'repair' feature successfully. I think it's an XP problem actually. Sometimes you have to reboot your computer or reset your router - plug & unplug. It's a pain but I'm sure it doesn't happen often.

Isn't your router HANDING OUT the IP addresses?? If so then it has a FIXED address [it IS the DHCP device] and will never be able to hand one out to itself.

If it is a PC that can't get an address from the router, then either the router needs to be cleared [power down, wait a minute, power up], or the PC driver should be re-loaded, or the cable is bad.

on your connection settings verify DHCP is became on. that's the way it gets the automated IP handle from the router. Run the community Setup Wizard back in case you're able to. verify it extremely is desperate as much as automagically get an IP handle from the router.

Your wireless card could be burned out. Or you might need to check your router to make sure it isn't broken. If that doesn't help send it into your support people.
