I've always found it best to translate these problems from words into math. "is" becomes "=", "of" becomes "multiply", "and" becomes "+", etc. So "64 is what percent of 414" becomes:

64 = x * 414.

Solve this for x by dividing both sides by 414:

64 / 414 = x

Rewriting 64/414 as a decimal (by dividing 64 by 414) then as a percent (slide the decimal over two places) gives you about 15.46% when you round it off.
