Umm... No GOOD RPG is less than 1mb XD. But runescape is a... good (in other peoples views) rpg that's browser based you can play free.

If you don't mind text based rpgs, The Ninja-RPG is a good one, even though it starts out kind of boring. You don't have to pay or download anything, because it runs in your browser.
I don't think there are many RPGs that are less than 1mb and aren't text based.

well...maplestory is good if you download in seperate sections its like 200mb total. but if you download in sections it usually doesnt take very long.
