....like if the item (waist or table perimeter) is x inches, the length of the elastic used should be y, while the length of the fabric enclosing the elastic should be z.

The cut length of the elastic (unstretched) should be approximately the same measurement of the thing the elastic is to go around. The fabric is usually 2 to 3 times that measurement, depending on the gathered fullness you desire. Turn edge of fabric to form a casing through which to thread the elastic. Leave a small section open so that you can thread the elastic through the casing. I attach a large safety pin to the end of the elastic so I can keep a better hold of it while threading it through the casing. When completely run throught the casing, I hand stich the two ends of the elastic together and then finish the casing by stitching it closed.

Two inches sounds about right, then you add an inch for overlap where you'll sew the elastic ends together...but it depends on the width of the elastic. I think you should cut a piece of elastic one inch bigger than your waist if you're making clothing, then pin it on your waist trying different lengths until you find a comfort zone. Also, when you thread the elastic through the waistband, just pin the ends together at first and don't sew up the seam until you try it on again.

Actually, the easiest way that you can do it is to keep it in the "spool" that it comes in and start sewing it in at full stretch with the fabric. That way you know that the elastic is fully stretched and the fabric is at full capacity. You will have a wonderful result.

cut to 2 inches smaller that way when you sew it you are allways pulling on the elastic to strech it
