Nope. Microsoft wouldn't do anything like that, because nobody would buy Xboxes.
You can get PC games to work on an Xbox, but you have to open it up and modify it, which is illegal.

No they are not interchangeable...
you will need to buy the game specifically designed to run on a PC.
