80's movie with time stopping angels.?

I kind of remember this movie from when I was a kid. There were angels who could pause and rewind time. I can't remember anything else about the movie except that one of the angels wore a suit. Sorry for the fuzzy memories, but any clues would be helpful. Thanks!

Was that angel Nickolas Cage???? I can't think of the title but if it has him in it then I know what you are talking about..
