Red is classic for light skin, brown hair, and brown eyes.
Also think about a dark purple (!!), brown, black (although a little boring), or dark blue/green.
Wear something strapless, long, and form fitting.
Be elegant and classic.
Check out the link below. Find something kind of like this, but without the rhinestones!!!

There was a rage in the '80s about finding out your "season". The concept is there are certain colors and tones that match your skin/hair eyes better.
The book is really old...Color Me Beautiful if you can find it on www.half.com
Also, most of the content can be found at: http://www.wikihow.com/Choose-What-Color-to-Wear
Helps with make-up

Answer the questions and you will find a description of the color palettes that work best with your skin/hair/eyes...sounds like you are an Autumn.
With your height, an ankle length dress because you likely will not wear high heels. Low heels are not go great with a short skirt.
A super way to test our colors is to go to a bridal shop and try on bridesmaid's dresses. Take a pair of shoes with the heel about the size you are comfortable wearing. David's carries a ton of different colors. Do it on a Tuesday or Wednesday when the shop is not so full. Even if you don't buy from the shop, you will get an idea of what colors look best on you.

I'd agree with the majority on the colour, some shade of red would be best, but i'd go for something with a full skirt as it will give you more shape around the hips. Three quarter length with some sort of petticoat underneath to give volume.
I'm quite tall and i wore something similar recently and i got some really nice comments about it.

Stay away from light colors. Those will totally wash you out. I suggest a dark color, but not something too dark that will make you look more pale. Red is a very pretty stand-out color. Try a rich red. That would look great!

Nothing dark, but since your hair is dark maybe a light red or even a soft white. Not to long something elegant would be good.

Pastels are normally good with light skin tones. http://www.PromDressShop.com has dresses for tall people for sure. Everyone normally needs a hem.

What about Black slim fitting right below the knee? Or a pink might be pretty with your hair. I dunno - go have fun and try a bunch of different stuff on! Have a good time!
