I am going to show my age here but years ago, raw power was gained by good old internal eng mods and bigger carburetors and you could hear power by pure induction roar and exhaust note, machining internals to reduce internal weight and friction and gaining bhp, fitting high lift camshafts and vernier pulleys, lightning and balancing shafts and flywheels, shot peening, lightning componants by drilling and using electronic scales to measure the weight loss and good old castrol R engine oil............................ah the memory's, Ford Escorts with crossflow engines bored to 1740cc with twin 40's or 45's, 2.0ltr pinto's bored to 2.1 or bored and stroked to give 2.3ltrs with twin 45's.............memory's.
Then you have today's cars where it's all to easy to bolt on goodies to help with power outputs, plug in eproms or plug in a laptop to change eprom parameters..............takes out all the fun, however you still have to go back to good old machining to gain even more power after trying all the add ons!!

Nissan skyline you can get massive horse power out of the engine with the right tuning i mean there is a reason it was the first hero car in 2 fast 2 furious

I dont think you can have a "best" tuner car... if you are talking about stock.. or potential... If i had to say an all around car i would say a 2007 j-spec skyline

cobalt SS supercharged, so much more you can do to that engine for performance, just drive one and see.
