In the Star Trek episode "Wink of an eye" . Inhabitant of the planet Scalos exist in a hyper-accelerated state due to overexposure to radiation. They moved so fast they weren't visible to the naked eye.

The kind of people that frequent this sight do not generally have the foggiest about reletative speeds to communicate with stars etc, as, neither do I.
What i do know is...what possible use could you have for that kind of information unless you personnaly intended communicating with the stars anytime soon?
If you were a person who really need to that kind of info, i very much doubt you would source it through yahoo answers.
There are certain people who TRY to make them selves look intellegant in front of others by pasting sections of wikopedia into forums like this.

The Search for Extra Terrestrial Intelligence (SETI) already builds in a doppler-shift bracketing around special frequencies. This takes care of small to moderate radial speed differences between Earth and any system that would send out a signal.

First of all you should adjust your thinking about the rate of time being determined by velocity. Time in this regard is strictly relative, like if you're moving away from me at near light speed and I could somehow watch a clock you're carrying it would appear to me to be moving slower than mine. However, if you could watch my clock it would appear to you to be moving faster than yours. The bottom line in all this is that for both you and I time moves at the same rate as always--it's only when time is monitored from another reference frame does its rate seem to change. It's also important to understand that the relatively small difference in velocities between our reference frame on Earth and that of another reference frame far away at some other star system isn't great enough for this quasi difference in time to show up; relative velocities have to be some significant percent of light speed before such differences become noticeable.

Mobile phoen communication, there is some equation that shows electromagnetic waves travel at the speed of light. There is another equation that shows how long and short waves travel. We can't make electromagnetic waves travel any faster. There is no degree of communication, all that happens is Speak through one end and vector (speed and direction) will beam it to the other end, which makes two mobile phones about as useful as that thing with two cups and a piece of string.
