Some types of tree trunks actually get sunburned. Boring insects are able to tunnel into the damaged bark easily and can kill the tree. Painting protects the trunks from sunburn. Some of the paints contain insect repellents to keep the borers out.

To protect against damage.
"Another product that can be used on the trunk is tree paint. White latex paint is often used in orchards to help prevent splitting and cracking. The paint will help reflect light and heat from the tree trunk. Due to aesthetic reasons, most homeowners are not interested in using tree paints. Both tree paints and wraps can be found at local garden centers and nurseries."

They do that everywhere, not just in Illinois. I don't know why, but my guess would be to keep insects off the trees, or they are eventually going to cut it down and want to make sure they cut down the right tree.

People paint the tree trunks to give their lawns a more manicured look. Some people think it looks extremely neat and clean. This was very popular in the 70's, don't think it is a trend in today's manicured landscaping though! Hope this helps!

I was under the impression that in the first years it was done because it had an insecticide and the white wash was a vehicle of application.
