It won't be measureable, but taking anything out of the ocean will make the water level go down. Water must fill the volume taken up be whatever you took out, so the level drops.

It's really simple to test:
Fill a largish container with water and add a sponge or two. Mark the water level. Then take the sponges out and look at the water level. It went down, didn't it?

no coz the ocean holds the sponges that are holding part of the ocean

i would have to say it would have stayed the same cuz of checks and balances in the ocean.. the sponges to their soaked up ratio is about the same
